Manager says I don’t have sick time, my pay stubs say otherwise

So I had to take a sick day because I was seriously messed up (I get migraines pretty bad so it’s kind of a semi-regular thing). I tried to put in for sick time but my boss came and told me that I’m out. Now, when I look at my previous pay stubs since January, they all say I have 24 hours available (the legal minimum sick time for California). I tell my boss that I have this balance on my pay stubs so it’s in writing, his response is that “we’ll have to fix that” since according to him I don’t get more sick time till my anniversary, which is in less than two weeks. Is there something I can do or am I just fucked out of a day of pay?
