Manager says if we want to be retrained by them, we have to agree to work unpaid.

My manager is unhappy with the way things have been getting done. They claimed if one more person uses the excuse that they weren’t trained properly, we would lose our shifts until we get trained by them while shadowing and not getting paid. That’s fucking illegal right?!?!?
