Manager threatened to make me pay his On Call wage.

I currently work in a tire shop. Someone is always on call for anything that needs to be done after regular work hours. For this last week it was my managers turn to be on call. He was called in for a flat tire that we had patched earlier in the day. Turns out me or a coworker didn’t put a new valve stem in the tire and it was leaking air from it. Since the valve stem wasn’t replaced when we patched the tire the first time the customer cannot be charged. So today my manager informs me that next time he gets called in after hours for something that we already done we will be paying his on call wage for however long it take to fix what we screwed up. His on call wage is $135 per hour by the way. Which is practically what I make…

I have no idea what the legality of this situation is if anyone knows.
