Manager told busser to pocket tips from the tables he busses…

As the title implies, I work as a server, and our dish attendant was helping buss tables last night (we’re severely short staffed). He came up to me and handed me a $5 bill early in the night that was on one of my tables. He told me that the manager stopped him on his way over to me, and told him to pocket any money that’s left on the tables when he busses them. …..Am I overreacting to be furious at this? The dish attendant is a very kind older gentleman, and I know he would never steal tips, but there are other people in the store that if the manager had said this to, would have stolen without a second thought. …..Am I overreacting to be furious at this? The dish attendant is a very kind older gentleman, and I know he would never steal tips, but there are other people in the store that if the manager had said this to, would have stolen without a second thought.

I’m considering telling our GM tonight (this was the assistant), but our GM is new to our store and I don’t know him very well, and I’m worried that he might turn on me and take the other mangers side.

I’m transferring to a different location next week (I moved), so I won’t be working with this person again. Should I bother making a fuss, or just drop it?
