Manager told co-workers about another co-worker’s panic attack against her wishes. What can she do?

I’m not sure if this is in the right place, but one of my close friends and colleague has an anxiety disorder. She has communicated this to management to the best of her ability. They made her come in to cover another girl on a day that she told them she needed her own time and space on threat of adverse action if she didn’t come in. She tried going in and had a panic attack within minutes of being there and they were forced to send her home. The manager has since told other colleagues about the panic attack so now everyone knows and she feels embarrassed around the other colleagues. I know this is protected by the ADA, but where can she go to report such actions? The company we work for is slimy and needs to be held accountable! Any advice would be great! Thanks!
