Moonlighting & Outside Employment

Quick question, my 9-5 current employer just asked me to sign an “outside employment policy” requiring future supervisor approval. I’ve been with this company for over a year and my outside job is that of a side hustle and completely different industry (food service). Furthermore I’ve been with the side hustle job longer then my main 9-5. So “future approval” in their document’s wording seems non applicable. Do they have the right to ask me for this retroactively? They seem adamant that I have to sign it and I’m questioning the motive. What rights do I have if I decline to sign? Thanks in advance. Background context: I’ve not had any issues or performance improvement plans at work either in fact I received a promotion this year. And there’s never been a schedule issue between the jobs. In the U.S.
