My boss asked me to start working nightshift in exchange for increased pay, over a month ago and the raise still isn’t on my checks.

Would this be considered wage theft? He said he'd bump me up from $19/hr to $22/hr back in august for overnights. Each check came and my rate was still 19/hr. They did this to me last year as well. Each time I've told him he said he'd resolve the issue with payroll, but just doesn't. I'm asleep during the day so its tough to communicate or get any real answers, my emails generally go ignored. It's a startup and he's in his mid 20s and clearly rich, I'm in my mid 30s and poor, not that it matters but just to paint a picture. What are my options here legally? Edit: this was a verbal agreement we had, there is no paperwork to confirm the raise. It was a handshake deal and I trusted him to follow through.
