My boyfriend is on call but doesn’t get paid to be on call?

My boyfriend is a locksmith. He gets calls on his work phone and drives to wherever the vehicle or home is that needs to be unlocked and does it. Im concerned he isnt getting paid what he should because he gets paid by the job instead of hourly even though hes basically on call… so if one comes in on the other side of town he drives all the way there (In our personal vehicle mind you) and unlocks it and drives back and he makes about 8 dollars for that. Sometimes there are days hes technically working but almost no calls come in so he doesn't get paid for that. He also has to be there within a certain time limit so he has to be available all the time (even when he works overnights). So I guess my question is : is it illegal for him to be…

So I guess my question is : is it illegal for him to be paid like this when he has to be available whenever they need him at a moments notice? What do we do? We live in Texas btw.
