My manager has been dismissing/blocking my attempt to get training to do my job, is it worth it to go to HR manager?

Hi y'alls, so I'm kind of new at my desk job where I mostly deal with data (made this vague just in case). It is my second year at this position and I thought I would receive more help/training than the current reality…. The data I work with is quite difficult, even the seniors can't help much when I ask….. So it is clear that I need more training/help from experts. We have some experts in house but everytime I told my manager I would like to discuss a few things with them, they always responded “yeah but we need to try our best first”. But how?? Even you can't help solve the problem! Last year I was also not approved to get offline training TWICE by the manager due to “Covid”, so this year I propose that I would like to go. I was being assertive by reminding them what I would like to learn in the training and at first they were quite supportive, tried to fight for this training to the upper management etc.

But it's been a several weeks and no update still… I wonder if HR Manager can help? I'm not too close to the HR manager but he's quite proud of my past achievement in the company.

What should I do?

It is uncomfortable to keep asking “is there an update?” to my manager….
