My manager is telling me I have to clock in after my scheduled start time

I work for a transportation company and have for a few months. This entire time I have clocked in at a certain time and left at a certain time. It’s the time that I am scheduled for, the time that I was told I would be working and getting paid for during my interview. Now my manager is telling me that I am not supposed to clock in at my scheduled time, rather I am supposed to clock in thirty minutes after that. His reasoning is that because I go directly to the location I work at rather than to this yard where a lot of the buses/shuttles are kept, then take the shuttle from there. Now my manager is telling me that I am not supposed to clock in at my scheduled time, rather I am supposed to clock in thirty minutes after that. It would take me an hour or more to get to the yard, whereas getting to the location I actually work at takes twenty five minutes.

This has never been a problem until now. Also I read through the employee guidebook I was given upon getting hired and it does not mention such a policy anywhere, and without getting into too much detail because it would take forever to explain, this is not the first time my manager has made up a policy. A couple months or so ago I was given a written warning for complaining about an employee who physically threatened me. I strongly feel as if my manager does not like me and is making an effort to get me to quit or just give me less hours. He has messaged me outside of work hours telling me that I have to clock in thirty minutes after my actual start time. He has done this a few times. I no longer respond to him as I don’t know what to say and since my schedule tells me that I have to be at work and clocked in at a certain time, and those are the agreed upon hours I was told I’d be working during my interview, I’m going to continue to clock in at the time I always have been.

Also my coworker who knows everything about how my manager is treating me says she has my back and that if I file a complaint about my workplace with this organization in my state similar to the Department of Labor she will write a statement supporting me and explaining what type of manager mine is.

I guess more than anything I want a second opinion on this. If anyone has clarifying questions let me know. I truly feel as if my manager has it out for me and does not like me, and is retaliating against me.
