My manager wants me to do work that I was not trained on

Recently, the company I work for laid off a lot of employees. I didn’t get laid off, but got a bunch of case files reassigned to me as a result. A few of these case files contain work that my level of employee was not trained on. I asked my manager this morning what I was supposed to do with these files and was told that we are not to work on them since it’s above us. By this afternoon, he changed his guidance. He is now saying that I should try to work on it regardless and that they will provide the proper training tomorrow. I told him that I was not comfortable being responsible for a case file that I had not been trained on yet, but that I would do it tomorrow after the training has been provided. He said that “I’ve given you my direction in regards to this situation, so now it’s up to you to make your decision” which honestly just sounds like he will write me up for insubordination.

Im unsure how to proceed. Looking for advice.
