My sister’s (social worker) work (hospital in Utah) takes her PTO without her permission when the hospital can’t provide her full-time hours.

My sister works at a hospital in Utah. She's a young social worker making $20 an hour. She told me today that every pay period her boss won't give her full-time scheduled hours and adds in a “Low-volume PTO” on her schedule. So, her manager is scheduling her PTO without her permission to make up for the inability to provide full-time hours so she is still considered a full-time employee. Basically she earns 4.95 PTO every 2 weeks. And, her manager takes half of it and assigns it to her schedule. So far, her manager has taken 15 hours of PTO since she's started. This can't be legal right? I'm trying to find some labor laws for her to take to HR. I've never heard of this BULLSHIT before. My sister: Sorry. I can't come visit you.
