Need advice addressing a promotion

So my previous boss retired and I was primed to take his position.  The building manager (George) told me as much and said to make sure my attendance and work is great leading up to my yearly review (March 4th) and he'll put forth a request to promote me.  I have essentially been working as the lead for the 2.5 months since my boss had retired and more or less took this as a probationary period.  March rolled around and I asked George to have a short discussion in which I was just wondering about the status of the promotion given that I hadn't heard anything.  The talk went well and he said he plans on putting in the request with my review.  I had my review with my supervisor on the 4th and everything seemed to be going well until the discussion over that position came up in which…

March rolled around and I asked George to have a short discussion in which I was just wondering about the status of the promotion given that I hadn't heard anything.  The talk went well and he said he plans on putting in the request with my review.  I had my review with my supervisor on the 4th and everything seemed to be going well until the discussion over that position came up in which the verbiage made it sound like it's still a ways off.  On Monday I received notification I got a $1 bump, which is standard, but nothing about the promotion.  Meanwhile it appears I am expected to cover all the duties of that position without the promotion that comes with it which definitely doesn't feel right.  I am almost sure the owner has seen the request for a promotion because it would have gone to him with my review because he looks over than before issuing a pay bump.

How do you think I should address this?
