New manager picking our days off

So forget availability I guess. My work is going through a manager transition right now and our new manager (while still in training and asking us how to do certain things) has been going around and trying to find anything to yell at us for to show off his intimidation skills. It’s been annoying but his newest plan to help the restaurant is where I think he’s crossing the line. He pulled everyone together before we opened last week to announce his new plan to “improve our work ethic” which is he will now track and monitor how many tables we clean off after the guests leave, and from most tables cleaned to least amount of tables cleaned, the workers will go in order and choose what days they want off. So servers who literally don’t have time to clean tables I guess just don’t get days off.

What about our workers in school or workers with family and other normal life preoccupations on certain days? Has anyone else ever heard of a manager doing this? Either way, I’ll be giving the place my 2 week notice very soon because of this.
