No cost-of-living raise because my fiancée just got a higher paying job?!

I took a new position that offered a decent pay raise, but with double the work and responsibilities. Long story short, the pay increase ended up being significantly less than promised, but was told the rest would come at the beginning of next year when the new budget started. Last week I asked for a COL raise for myself and my small department, only to be told that my partner’s new job’s salary should mean I am comfortable. In what world does your spouse/partner/roommate/etc’s pay have anything to do with someone’s salary reflecting the work done for their own company?! Her pay has nothing to do with mine. And the cost of everything is rising by the week. My partner could be getting paid $10 million a year (they would never see or hear from me ever again), and I should still be getting an adjusted salary to keep up with inflation.
