No HR department

I am sorry if this is not the place for this but I have been frustrated (for a while) at my job. I am located in CT and In July my gf and I had a baby. We used the government program FMLA for paid time off for bonding. I took off 10 weeks and she took off 12 weeks. Ive been back to work for three weeks. When I got back to work my job is telling me I have to pay them back for health insurance while I was out. My manager told me this last week and I told them I will have to search and see what’s going on with this situation and yesterday they decided without asking to take it out of my check, double payments u til I pay them back( told me after they already took it out of this weeks check). When I got back to work my job is telling me I have to pay them back for health insurance while I was out. There is no HR department to talk to anyone to see what is going on. The general manager is “acting” as HR… from what I understood is they were supposed to take me off insurance while I was out and put me back on when I get back. The way he is telling me about this has me all confused with the “lawyer talk”, I don’t have a clue what I should do or who I can call to verify anything. My g/f and another person working here used FMLA but neither of them have health insurance through work just me. Any help of advice would be greatly appreciated.
