Edit: I have decided to just go to an existing corporate meal service in the area. It will be cheaper. I was hoping to find someone who may already be at home wanting a little extra cash to make some home cooked meals. I tried to be reasonable but it not worth it. A corporate meal service will not be paying what I was offering.

This happened this week to me, and is entirely true.
I want to hire someone to cook meals for me for a reasonable wage. $25/hour cash for every hour worked. I posted an ad and received a ton of interest so to weed out those who may not really be interested, I asked the responders to put together a 1 week written test menu. No cooking, just a written menu of what they suggested. I offered to pay $25 for this up front. Up front.
Edit: Because so many are presumptuous axxhxxxx, the add clarified the following.
Pay for would be for shopping, prepping, cooking, delivery, and gas. They can cook in their own home if they wish. They would be paid for every second they did something. I pay for everything. Also, the ad was for enough meals for 4-5 days … 2 meals per day.
Of the 20 or so respondents only ONE said they would create a test menu. Only ONE … which I did not understand as I was paying for their time to do this. I sent $25 via a digital payment method to the one person who responded. The person said they would have me a test menu by the next end of day.
Near 10PM the next day I texted the person and they said it would be ready the next day before 11AM. Near 1PM the next day nothing so I texted the person and said we will not be moving forward as they had missed 2 deadlines … they had set. Not me, they set them. I asked them to return the $25 as they produced nothing and as I fully expected, crickets.
So say what you want about people wanting to work, but none want to work … for me. I tried to do it the right way and actually pay for the interview.
I do not know what to make of this. I do not understand it.
