No raise because of company culture

I asked for a raise a few weeks ago. I made a detailed presentation with data and charts about how I have contributed to the workplace and helped the company grow. The CEO told me he’d get back to me after a couple weeks. We met again recently and he told me I wouldn’t be getting a raise unless I get promoted. He then, out of the blue, told me that I don’t contribute enough to the company culture and that I’m not a team player. This is the farthest thing from the truth, considering I asked a handful of direct coworkers to be references and they all agreed and wrote such kind things. I don’t feel like I’m good enough and that I’m being chastised for being introverted. He specifically said I am doing an awesome job at my actual work but he couldn’t give me a raise because I’m not in the office enough (even though we are hybrid) and because I don’t know all the other departments very well. I don’t know where to go from here. I’m applying to new jobs but I feel like I can’t tell anyone at work what happened.
