no working restroom for employees nor patients all day – osha is useless – help?

i work for a large healthcare company in northern virginia. every two months or so, due to a structural plumbing issue that no one wants to pay to fix, our bathrooms clog/flood/become non functional. usually when this happens, we close for a few days while it is fixed. this time, i have a new supervisor and she is refusing to close – it’s been four hours and we have no plan to close, nor has anyone even spoken to a friggin plumber. there are no restrooms that we can use within walking distance, so we’ve been told if we need to drive to use a bathroom, we may do so but that we must clock out. osha says since we have been given that option by our employer, there’s nothing they can do can anyone advise? ty
