not being paid for being on call all winter

I am a 33F, working as a landscaper/snow removal year round at a local retirement center in the city. I work full time year round, but when and if the snow comes, I am on call every other weekend, but also as per my boss “if there's a big storm, and we need you” (there's me and one other guy who is responsible for the ENTIRE complex of driveways, parking lots and sidewalks. They expect me to make a plan and be ready for weather, all on my free time. I do not get paid extra or a premium for working on call. The stress of constantly checking the weather and worrying about if I should go in or not ruins my entire winter. I loved Christmas, and now wish for it not to come. What do you think of this, and is this fair? If not, how do I…
