Not getting paid for training because it’s done at home?

So I work in a nursing facility for the elderly. We have to do assignments every month to keep us up to date with procedures/ types of illnesses we deal with/ how to better do our job. That kind of stuff. There’s usually a quiz at the end of each assignment. All of this work is done online. Our progress can be tracked and each assignment tells you how long it is. (Most are 1 hour – 1.5 hours) So anyways, it turns out we don’t get paid for these hours unless we come to work and clock in. Which most people don’t want to come in on their day off. And most people know if you’re here there’s a chance they’ll ask you to work lol. But I’m just confused because if we are doing job training, shouldn’t we get paid regardless of where we do it? Not sure…
