Not sure if I should send exit email to CEO and board members along with HR

So I will be making my exit from a large corporation I have worked at for several years. I don’t want to name the company to preserve anonymity. The environment at the company has become incredibly toxic. I am currently working a new job and calling in sick to the corporate job to use up my sick time before quitting on them later this week. I have prepared an “exit” email so to speak I am going to send before turning in my equipment that lists the toxic actions I have been subjected to. I keep going back and forth between whether I should include the CEO and board members on the email along with HR or if that would be overkill. What so you guys think?
