not sure who else to ask – is it legal for a workplace to not have worker’s compensation insurance?

our director was talking about budgeting and such today and briefly mentioned that neither of the two entities in our building had had worker's compensation insurance for 18 months. it's been resolved now and no one really seemed phased. my state says ALL EMPLOYERS, excluding certain agricultural pursuits and places with a gross annual payroll under $20k, MUST provide workers compensation insurance for all employees. we are neither of those. there's not too many chances to get injured, as the bottom floor is office space and the top floor is a library. even so, we have a maintenance worker doing shit with electricity, tall ladders, machinery, elevators, and so on. he could get injured in a million different ways. the rest of us aren't so much at risk, but this was… slightly concerning to me.
