offered a position three separate times and still haven’t started working (and other employment shenanigans)

I applied to an ecommerce company as an inventory manager. I was contacted by a recruiter who said I was a good fit after a phone interview. Then, I had a phone interview with the director of marketing who told me she wants to move forward with an offer for me. She offered me $20 an hour to count their inventory and make sure everything lines up with the inventory listed on the website. verbal offer. not great but the job sounds easy and I'm very desperate. A few days after the in person interview, I got a call from the recruiter again. He told me that I had to do another interview with the CEO as a formality and “as long as it isn't a dumpster fire they are going to hire you.” Annoying, but fine.

I go in for the in person interview and meet with 5 other people who work there. They all seemed excited about hiring me and thought I was a good fit. A few hours later I received a call letting me know (again) that they want to move forward with an offer for me. Second verbal offer. again. not ideal but I literally have -$200 in my bank account and I have gotten further with them than I have with anyone else so far so I guess I wait.

Three days later I get another call from the recruiter. They scheduled me for a zoom interview with the CEO of the company's parent company and again said “as long as it isn't a dumpster fire they are going to hire you” (reminder that this is an hourly job making less than $40,000). At this point I have been told that I am going to be hired multiple times and it has been almost three weeks since the first interview.

I join the zoom interview with the parent company's CEO. Right away he asked me to show him the website I built for my art (my degree is in art but I like to do it as a hobby for sanity reasons). Strange. He then proceeded to interview me as if I was being hired to rebuild their entire website programming and all. I remind him that the job I'm applying for is inventory management and he responded that they would rather hire someone they don't need to train but they would let me know if they were interested.

So I was offered the position verbally, then offered the position verbally again only to be told that I might not be qualified. So now I'm sitting here waiting to see if they contact me this week with an offer or if the last three weeks have been a waste of time.

I know that if they hire me I will be exploited but I'm seriously so financially desperate that I feel like I have no choice. I don't really have a final point I guess but I don't know who else to talk to about it. Thanks for attending my rant.
