Old job is witholding my last paycheck illegally and now I can’t pay my bills this month

I quit my old workplace because of atrocious management, and now he wont release my check and the claim with the labor department in my state is taking too long. I feel like i'm drowning and I don't really know what to do. Wont get paid in time anyways.
