On call or not on call? Whats your call?

Need some opinions. My wife's HR job (not salaried) requires her to report exposure for a certain virus within 24 hrs. She is sitting at her laptop on her day off on our holiday weekend reporting because someone tested positive. Is it fair that she is essentially on call for this?
