Overheard a mistake at a gas station.

I regularly stop at this gas station for beer after work. Today I overheard that the cashier accidentally put the wrong tank for a customer buying gas. That's a simple mistake right? But the owner forced him to pay out of pocket for the mistake right then. It was for 60$ if that matters. And this is in Wa. It just doesn't sit right with me that the cashier had to pay, even though it was supposedly his fault. If a cashier messes up at a grocery store, or fast food place, ect; doesn't the business eat the cost of the mistake?
