PTO and Sick Time

Figured I'd ask this here because I love this sub and hate the company I work for. A little preface and explanation: I'm 29 and live in Ohio, I work for a small company with only 14 employees, including the owner. My employer does an accrual system for our PTO and paid sick days. By the end of December I will have accrued 5 days of PTO and 4 Sick Days. They allow us to take our time off and sick days early because they realize that we'd never actually have all of it available for use because it doesn't roll over into the next year. I have taken all my PTO and one of my sick days so far with written approval signed by my supervisor. I have taken all my PTO and one of my sick days so far with written approval signed by my supervisor. I am planning on leaving the company sometime before September due to pay issues and a better opportunity. One of my coworkers is quitting, his last day is the 13th. I mentioned to him I plan on using all my sick days before I leave. He told me they would probably withhold a portion of my pay on my last paycheck for the days I have yet to accrue. Even though they have approved it and paid it out to me. Is this something they can do? Legally?

TLDR: I accrue PTO during the year. Already used it before I accrued it all. Approved by my supervisor. Can they withhold a portion of my pay when I quit?
