PTO-Handbook says 14 days, boss is saying only 10

So my employee handbook states that we get 14 days off a year, with that exact verbiage. My boss is saying that because we technically get “2 weeks off a year, those include weekends so we should only be accruing 10 business days off a year”. According to the employee handbook, shouldn’t we be betting 14 business days off a year is this standard? Mind you, I’ve been with the company 3 years.
