Quarterly bonus goals met, but manager decides not to give any bonus

The business unit I work in at my company has quarterly goals, which if met 100%, every employee gets a $1000 payout. The manager just announced that we met 100% of our goals, but we will not be receiving any bonus because of numerous quality events. (One of the quality events was a disgruntled employee who purposefully damaged product before leaving the company). The manager just retroactively decided to change the terms of our bonus payout in order to punish and shame us. What a shitty leader. You do not motivate people by withholding money that they worked hard for. And how did he announce this? Via email at the end of the day on a Friday. What a coward.
