Question about Ohio labor laws

My sister lives in Cleveland and works at a hospital, hourly rather than salary. She just mentioned that she’s not allowed to work on holidays, but she doesn’t actually get the time off – apparently they dock her PTO for the time, with no option at all to voluntary work on the day in question. Is this… legal? In Ohio or elsewhere?
