Question about pay docking

I work and live in Maine (not portland) and my boss sent out a mass text stating that if their employees continue to take extended breaks (anywhere from 30min to 90min) that they will start docking pay past the allotted 30min breaks. Is this legal? Please provide sources if possible. Thanks errybody! Edit: we only punch in when we arrive and punch out when we leave.
