Question for any MD, US PTO experts out there

I feel like this falls under the shady but legal category, but I’ve found some conflicting info online, so I’m wondering if anyone knows if the following is legal in MD. Mid year, PTO and sick leave policies were randomly changed to an hourly accrual based system from a yearly accrual system. For me, this means my 80 hours vacation that was due to come at “renewal,” (a month past the change), was essentially erased, although I was granted 50% of my PTO based on the previous yearly accrual in an “effort to be fair”, meaning I got 40 hours PTO, and the rest can be accrued. Same with the sick leave. Hoping someone knows.
