Quit rates still reaching all time highs, but unemployment going down. How?

According the to BLS stats (March stats coming soon), we’re still seeing all time high quit rates, but unemployment has slowly/steadily trickled down. My only guess would be shorter times in positions (higher turnover rates). Any idea how this is possible otherwise? Or if it is higher turnover rates/frequency, what are the byproducts of more people having jobs, yet people still quitting en masse more than ever?
