Rate of pay contingent on hours worked and no benefits.

My job has an ever evolving rotation of staff and my boss thinks it’s because us “young folks just don’t want to work”. Today I found out that certain positions are hired at 15 an hour BUT only if they work 40 hours or more per week. If they miss even an hour of work they’re bumped down to 12 an hour for that week. On top of that we have no benefits and only get PTO after a year. Oh and no paid holidays. And they close/have staff stay home with no pay all the time. But yeah, people in their 20’s are just lazy. That’s the problem here.
