Reporting Time Pay

I've been reading articles about it reporting time pay lately but I can't seem to find the closest one to my current situation therefore asking you guys to clarify things for me. Anyways, I just moved into San Diego. I am employed by a recruitment agency and I work in a manufacturing job. We work 12 hours per shift. I'm currently a “contingent worker” (that's what they call us) with a year contract. These past 3 to 4 weeks. We have been getting sent home early without even notice in advance. No emails, no phone calls, or texts. Nothing to inform us about what's going to happen. They tell us once we are at the workplace if we work or not, so basically I've been showing up to work not knowing I will work the full 12 hours. They make us stay 4 hours basically doing nothing because California requires…

They tell us once we are at the workplace if we work or not, so basically I've been showing up to work not knowing I will work the full 12 hours. They make us stay 4 hours basically doing nothing because California requires the employer to pay us 4 hours at least. The permanent employees get to stay to work most of the time because they are a “priority” while the rest of us get sent home.

I read somewhere in one of the articles that “It mandates that employees must be paid for at least half their shift, if they are told, without adequate notice, that they are not needed or if they are sent home from their job early”. The thing is I'm technically not an employee? I don't have the same rights as a permanent employee. I'm only a contractor. Does this apply to us contractors?
