Reprimanded for ridiculous reason

I work for a well known (for all the wrong reasons) Irish retailer. Have recently begun cycling to work and freshening myself up in the toilet before work. For context, the toilets are adjacent to the changing rooms and both are male only as ladies have their own facilities. There are no showers on site. After cycling in I generally remove my cycling clothes and have a quick wash with a face cloth in the sink. People are often taken aback when they see me unclothed in the toilets but I always explain that I've cycled in. Today I was called up to HR and informed that I'm not allowed to be fully nude in the toilets or the changing rooms. I know it's most likely stemming from one oddball manager who you'd swear has never seen a naked human in his life judging by his reaction on Tuesday morning.
