Requesting an out of state relocation to boss for a WFH position?

I am a 23 year old approaching a year of working at my current, local job. I WFH with option to come in. The office is in proximity but for the most part, every time I go it is a ghost town. Haven't been in like 6 months. Well, the state where I live is way too expensive for a college grad and my gf and I are struggling to save a buck. We want to move to a midwest bigger city that has substantially lower rent prices. I want to ask my manager/HR soon about the policies and potential of keeping the job in a different state. I know we have a few employees currently that started their jobs in a different state, but unaware if any have changed mid employment. Seeing as we are moving this summer, I have no clue when the golden timing is to bring this up and if it basically come across as “oh, yep we gotta fire this dude now”.

Despite me thinking about framing it as “I love the company and would love to keep working here, this is my priority.”

So I ask:

1) When should I bring this up?
2) Should I talk to HR or my Boss first?
3) Best way to ask this for success and approval?
