Royally pissed off with top management

Here’s the situation Early August: new project was announced Mid August: proposal with external consultant was reviewed with top management in detail and approved at executive committee level Late August: top management and VP in HQ approved the scope of the study and consultants were appointed to engage in a research study September: payment to consultants paid in full Late September: consultants deliver research study and top management pointed out that this was not the scope of the study. How do i defend myself for merely being the middle person in facilitating the admin portion of this work?
