Screw the New Guy to Cover my Raise

My wife and I both work for a big name company. I have worked there for a few years. She just reached year 1. She was excited to get paid out for her accrued PTO until she was just told that any employee who started in 2021 will not be able to receive PTO until 2023, and it will not accrue between 2021 and 2022. I am fairly certain this was not presented to her when she signed up, and I know for a fact it was never said to me when I signed on (and never before have they made anyone work a year before even beginning accruement). We have been fighting them on and off ever since she started due to basic disability accommodations. I'm tired boss…is this legal? Can we fight this? How? I am 99% sure this is how they covered giving a bunch of us…
