Seniority being casual

I need to ask advice. I have been with my company for over a year. I was hired casual with the opportunity of moving to part time at 6 months. It came and went nothing. Was given the opportunity for part time a few months ago but nothing happened. Recently new casuals were hired. The new schedule came out. I got 2 shifts for the entire month of September. Others with less availability and still new hires got way more shifts. Do I talk to the senior people (we do not have a manager right now.) or just have patience. What do I say? We are not union so seniority can be ignored. (Employment law)
