Short staffed places “hiring” but no one gets interviewed.

I’ve noticed almost every place in my city has a help wanted sign. Many have shortened hours and fast food places are drive thru only, no inside seating. Here’s the thing though, I know many people who have applied and not gotten a call or interview. The people I’m referring to are clean cut kids/young adults between the ages of 18 to 23 with hs diplomas. Some with work experience, some looking for their first job, some looking for a better job. One place in particular is constantly advertising and people on their Facebook page are complaining they have applied and not heard back. My husband thinks the owners or managers are purposely not hiring because as long as they have a bare bones staff that they can work to death, they don’t really want to hire and raise their expenses. I kind of feel like they are posting ads…

My husband thinks the owners or managers are purposely not hiring because as long as they have a bare bones staff that they can work to death, they don’t really want to hire and raise their expenses. I kind of feel like they are posting ads to placate their current employees and customers. One place has a sign “we are short staffed, please be patient”. Then they get qualified people applying and just completely ignore their applications. Are they waiting for a unicorn to apply? I get that some people may just not be what they are looking for, but these are entry level jobs that are going unfilled despite multiple qualified people not even getting a call or email.
I think something fishy is going on here.
