Should pomodoro breaks be included as working time?

Hello, A few days ago, I discussed with a friend whether pomodoro breaks should be included in the working hours. I disagree because I find myself more productive when taking breaks, so I do a better job. I usually work work 50 minutes with 10 minute breaks, so in 8 hours, there are 80 minutes for breaks (approx 1 hour and 20 minutes).
