Sister’s job has been overpaying her, now they’re withholding $$$ — is this legal ?

First time posting here, apologies if I start to ramble but I texted my sister about trying to plan a trip together and she just told me that her job has been overpaying her and now they’re refusing to pay her for two months. Basically they’re only going to pay her $400/month for April and May, and her job said that it’s called “garnishing wages,” so technically it’s not illegal. Apparently the woman in HR was “anxious” to tell my sister about the mistake in wages since it was her fault, but I’m furious that she didn’t tell her sooner. I have to know if there’s absolutely anything she can do? $400/month is actual peanuts and she has bills to pay. She’s already looking for another job in the meantime, but she’s crushed because she actually liked her job. Now she’s forced to borrow money from people to help pay…

EDIT: My sister pay increased when she got a promotion at work. If there was a pay discrepancy before her promotion of course she would have said something. But she got a raise + promotion at the same time.

I’m just finding out about this situation about my sister so I wanted to see if I could get some help with her situation, now I’m wondering why I even posted this at all. I’ve been on this Reddit for a while now and most people are pretty supportive and helpful, but a few (not all) of you are making assumptions about my sister and it’s pretty rude. Sorry for forgetting to mention the promotion, I just wanted to get some help for my sister right away so I just wanted to post as soon as possible.

EDIT 2: Since I’m literally just finding out all this information from my sister through text: they were overpaying her since she had first started in the position, so she never realized she was being overpaid at all because it was happening since the beginning.
