State Job HR Failure

Let's cut right to the chase. I work for a state government in the U.S. I transfered from one department to another. I was told that my health benefits (including dental) would transfer over, and was never told otherwise. I have a dentist appointment tomorrow, and the office called and said I am no longer covered by insurance. Lo and behold, the state, believe it or not, was negligent in carrying my insurance benefits over. I told them I want to be reimbursed for the health insurance that was deducted out of my pay for the prior 2 week pay period. They said they would retroactively cover any claims filed in that period, but would not reimburse me. Is this legal?
