State law says overtime must be paid after 40 hours, but my work says its 45.

I live in NC. My job has declared that overtime can not be given until after 45 hours and everything under 45 is still normal pay. Like I said, NC says that 40 and above is overtime. My company insist their rule supersedes the state law. I am not an exempt employee, I am not salary, I have looked at the NC exemptions for this law and my job is definitely not one of them. ​ They have now said that each day is required to be at least a 10 hour day for a total of 45 hours a week, no overtime paid. ​ Is this legal? Am I in the wrong for thinking it's wrong?
