Supervisor quits and Manager replaced her before she quit paying new Supervisor 5 dollars more an hour

I know its the same story recycled again ,but why?? why not give raises to employees who just gave you there blood ,sweat,and tears and a year of their life is this common practice in every industry? make it make sense… is it an employers economy again
