The long-term effect of closing downtown offices due to employees WFH

From a business perspective, if employees don't come in, it makes sense to have offices close. Will this drive down wages long term? Most companies have location dependent wages and let's be honest, companies are always looking at ways to cut “costs” i.e. wages. Is it better for employees to come into the offices occasionally so that offices in high COLA are not closed?
