thinking about quitting

I'm currently on LOA at my job to take care of a family member (LOA technically not approved yet…HR never sent me paperwork and my 15 days are almost up…long story)… I have a lot of family stuff going on and my current workload was overwhelming given how understaffed we are. My current boss is a severe micromanager and the HR department isn't exactly “helpful”. Im seeing my PCP tomorrow as I recently started experiencing anxiety attacks from this job (right before I requested leave) and the thought of returning makes these anxious episodes worse. I also learned my boss has taken advanced PTO without asking me. I just reread the policy and it states employees can't be negative PTO however she has explicitly said before “we can use up to 20 hours negative pto” and would continue to use upwards to that for multiple people in office. I also learned my boss has taken advanced PTO without asking me. I just reread the policy and it states employees can't be negative PTO however she has explicitly said before “we can use up to 20 hours negative pto” and would continue to use upwards to that for multiple people in office. I assumed they had the discussion prior but she never asked me if I wanted to do PTO or unpaid but I can't find that policy anywhere about negative pto so I'm assuming that might be bs but who knows….

My issue is, I don't want to return at all, I want to quit effective immediately and walk away for my mental health. I can't work at an understaffed, overworked, micromanaged office that enables bullying and harassment any longer but now I'm negative PTO and would therefore have to pay back -16 hours.

Im torn on what to do tbh
