This seems pretty basic, but here I am: My boss denied my schedule change because I used too much sick time?

I typically work 5 – 8 hour shifts but in the summer I change to 4 – 10 hour shifts to accommodate the summer work (landscaper, more grass to mow in summer, longer days help with the travel time). This year my boss denied my schedule and said it was a coverage issue – I used too much sick time and the parks “suffered” last year. This sick time I took was minimal, and some was even for on-the-job, reported injuries. I'm in WA and trying to contact my union rep, but even what he says isn't clear to me – it seems like this is pretty cut and dry illegal?
